Andrey Lapshin holds Ph. D. in Economics. He is Chairman of the Council of the non-profit organization “Association for the Development of Urban Parks and Public Spaces”. Since 2011, he has been the director of Sokolniki Park, which, according to an independent assessment of the quality of services provided by cultural institutions, holds a leading position in the ranking of metropolitan green spaces.
